Way to Flute Street is lost?

Hello!
I have the Flute street, and had visited it once; but now it seems as if it's just... disappeared.
Any ideas? I clearly remember there was an option to visit it again with 10 actions, but... how? And where's this option may be now?
Mat it be related to my reestablished University respect?
