The option to use them appears on the same storylet as your profession payment but you have to cash them in before collecting your weekly payment.

Sorry RL means I am not a very active player at the moment. No social actions unless you are prepared to wait and definitely no sparring or other mult-action things.

You can only use them when the Profession storylet comes in each week, I'm afraid. It doesn't prevent you from accepting your weekly payment, but accepting your weekly payment does prevent you from using your perks.

As far as I know, the only way to use perks is before you take your payment. There is a second option below the four action option that takes you to a screen where you can trade your persk for money(I'd suggest against this), reduction in one menace (more useful, but I still avoid it), a Trade Secret (very useful). There is one more that takes 3 perks IIRC, but I forget what it does.
