Looking for my guide to Flute Street

Several weeks ago I followed the storylets that will ultimately get me to Flute Street. The last one instructed me to find the (former?) drownie guide, somewhere far from the river. Since then I've been to every location I have access to, and have spent significant time at most of them, and haven't seen a storylet or card related to the guide. Can someone point me in the right direction?
