I just finished the Shuttered Palace Nemesis storyline (quality now 31), and found the instructions of what to do next frustratingly vaue - I'll 'need a ship'. Should I buy a ship (requiring me to be a POSI), or is hiring one enough? What of this key that I 'may also' want to find?

Yep, you'll need to be a POSI and buy a ship - chartered voyages don't go to the Iron Republic. You'll also need an Iron Republic Safe-Conduct, which you can buy with Marks of Credit, and the Stone Tentacle Key, which you can find at Hunter's Keep (another destination which you'll need your own ship to reach.)
