I need help getting my Seeing Through the Eyes of Icarus to 15 for a certain stoyline. San some one tell me some ways to increase this stat that don't use the card I need the stat to use?

Not sure, but talking to Lucy in Hunter's Keep without dramatic tension give you some Eye of Icarus too.
