Professional Perks: how to activate them?

Today I had been visited by Time, the healer; and, due to some strange mind weakness, opened my earnest of payments, but not Professional Perks. Now I have 4 Professional Perks in my inventory, but no storylet to use it. How may I? Because at the next week I weel effectively lose Professional Perk
