Actually, I did once summon the card when I had the card in my hand. The card in my hand vanished, so don't do that.

by converting the tier-3 items around back to itself (vision of the surface --> mysteries of the elder continent --> ... --> visions of the surface) takes 12 actions and provides between 4 and 40 making waves and 6 echoes on average about 1.833 making waves per action

Converting Scraps of Incendiary Gossip to Identities Uncovered gives a lot of MW. I guess a good way to use this is hoarding Proscribed material and converting it when Time the Healer is close.

This thread was from when you lost 1 notability a week, so you had to get 2 notability a week in order to increase your notability. And MW only gave a chance at increasing your notability IIRC.
Whilst some of the methods of gaining MW are still in practice, I think this thread should be left alone in exchange for one of the more current ones. The information in it could be considered highly misleading.
