I need a little mnemonic help - I can't remember if this card is still around, if it's available even at the highest Persuasive values, and if it only appears in one location or the like. I think I remember it being fairly rare, if I'm not mistaken.

It's only available if you have Persuasive within that range. There aren't any other sources for it either, unfortunately.
