Any way to force the Obdurate Stallion card?

I've been trying to meet the Bishop of Southwark but despite having gone through roughly 600 cards at this point (I've been keeping track), I've only seen it once and I failed the luck portion of the card. This is maddeningly frustrating, especially since the end result of this content would give me additional options for Hallowmas visitors.
It seems slightly ridiculous to me that despite paying to unlock this content, I haven't been able to actually do it for some time now because of bad luck with card draws.

I would also like to know this. I failed the luck portion as well and have gone with another destiny for Hallowmas this year but I wouldn't mind giving it another go if I can. Going to keep flipping cards for now.
