They're Sunless Sea teaser content. They may allow you a glimpse of the ultimate endgame. One of them has a toque.
More about them - and how to find them - here:

Does "fishermonger" count as a possible endgame?

On the 31st of October, the Visitor you last chose will unlock a glimpse of a possible future for you. Until the 31st comes, you’ll be able to change your choice easily: after then, it’ll be harder to change.
This is a rather ambiguous prediction of a prediction! Does this mean that, come the 31st, we'll receive our prophecy, and it will be harder after that point to receive a different prophecy (and so better acquaint ourselves with a range of possible futures) - or, does it mean that once we've had our glimpse of the future, we'll have to work extra-hard to prevent it from coming true?

Are you already trying to work out what species of fish could be described as "the rats of the sea?"

I could tell you, but then I'd have to bribe you with various species of rodent to ensure your silence.

I just hope that the card turns up often enough to explore the options. Keeping my nightmares at the right level means that I have to keep the Cheery Gentleman in my cards which is annoying.

Sorry RL means I am not a very active player at the moment. No social actions unless you are prepared to wait and definitely no sparring or other mult-action things.
No Calling Cards or boxed cats please. Will take dupes on the affluent photographers. Other social invitations welcome. Parabolan Kittens usually available, send me an in-game social action saying you want one and I will get one to you as soon as possible.

...I had to look for what a "toque" is O_o It's a kind of academic hat, isn't it?

Actually the Cheery Gentleman is manageable, though a sure action-drainer: just ignore him until you happpen to hit exactly 5 Nightmares, then if you meet him again you can greet him for 1 cp Nightmares, and keep ignoring him until by chance it reduces you back to 5.
About the outcomes: I already have a promise for a glimpse of a possible future that seems promising (coming from the Bishop), but now I'm BURNING with the desire to see the other four for a comparation. Raising Making Waves shouldn't be a problem, with access to the Court it's a matter of 15 actions, I only hope the card turns out often ^^

Many kinds of hats are called toques, but I believe the hat in question is the kind worn by chefs! (I thought for a moment it might refer to that of the Bishop of Southwark, but no - he, of course, wears a mitre.)

...Oh, that! In Italy we have the word "tocco", but it strictly refers to the square hat worn by graduate students.

If you have Nightmares 5 and a Cheerful Goldfish you don't have to spend an action to make the merry gentleman go away. You can just equip the goldfish and go back to the story screen, and if your current Nightmares is 4 or lower, he'll be gone. Which happened to me when I thoughtlessly equipped my Bejewelled Cane for a Persuasion challenge. Which of course led to drawing the merry gentleman card again, which is the real reason to keep the card. Then again, if I didn't keep that card I'd keep some other card that I don't want to draw, so it's just another card to clutter the deck.

Precisely - I don't want to play it because each time I do it immediately comes back. Easy enough to equip a goldfish most of the time but as you need Nightmares 5 for the Hallowmas content that is not an option at the moment. Still waiting to see the card though.
Edit to add - The Meet your officers teaser is very interesting I hope that I meet the Presbyterate Adventuress. edited by reveurciel on 10/24/2013

The visitors card itself has no requirements, only the options on it need 5 MW + Nightmares. You can still draw it at Nightmares 4.

It looks like all the options give living stories, which might not stack with eachother, so in order to get to know all you might have to gang up with some other people, I guess...

I expect that a lot of the outcomes will be posted here, and on the wiki, unless it is Fate-locked.

As the living stories seem tied to the endgame, what were the endgame quality again? Fist of the Bazaar, Bringer of death, Hellfarer and Empire's Kingmaker? That would make four qualities for five possible living stories. I wonder if one of the living stories will provide a brand new endgame quality. edited by streetfelineblue on 10/24/2013

I tried to go with the Special Constable. In addition to removing my Making Waves he gave me 1 Extraordinary Explication and "Perhaps soon you'll dream of a traveller returning." I guess the dream message changes depending on the choice.
Of course the intriguing part is the text (which I echoed in my journal).

A traveller returning - if I'm not mistaken, the text describing the Eyes of Icarus icon was like "Icarus returning/longs for the deep places". And now we know that Icarus is the Bazaar itself, right? I may be mistaken, but this outcome seems linked to the Fist of the Bazaar endgame quality.

The text seems to suggest it's an option heavily involved with the Bazaar.

I wonder if the hook-handed visitor will yield something relative to the Fingerkings. From the moment they've been mentioned I craved the chance to fight them *_*
EDIT: Got it got it got it! The "Genial Magican"... I suppose that's a typo?

I just looked at the wiki and I noticed that the Special Constable option is marked to give "dream of the liberation of night"... so do same characters bring different dreams?
