[Nemesis Spoilers] Returning to the Iron Republic

After two rounds through the Iron Republic, I had just found out that I needed 5 Portfolios of Souls (which I didn't have) to continue pursuing Scathewick. So, sadly, I was forced to leave. I was wondering if you need another Safe-Conduct in order to return to the Iron Republic later on, since the top option for leaving seems to imply that you can visit the Republic again like a normal location. Any help on this would be appreciated. It took me well over a month to get the first Safe-Conduct, and if I have to start all over I might as well take some Lethean Tea and forget the whole business.
