Player List trimmed?

So, I recently got a card from the Spending Secrets stories about making a deal with a friend. I chose an option, and it took me to the standard page where I can chose another player to do the action with. The odd thing however, is that the list was fairly short (about 4 or 5 names) instead of the 20 or so normally on the list. I believe every one (except for maybe one or two) on the shorter list is an active player currently. Is this a permanent change, or just on that card? If its permanent, I'm glad, cuz that makes things a lot easier
