So here is what I've found so far:
To begin this content you'll either get The Numismatrix opportunity card, or go to the Local Gossip in your lodgings. Either way it will cost you 11 Appalling Secrets. Once you arrange this meeting you'll be put on a timer, when the Numismatrix is ready for you you'll receive a message from her, this takes about a week it seems. After you've had this meeting your Spending Secrets quality will be at a 3; in order to raise SS to a 4 you'll need to wait for another opportunity card that forces you to pick a faction from the following list [The Constables, Society, The Church, The Bohemians, The Great Game, The Docks, The Urchins, Criminals, Hell, Revolutionaries, Or Tomb Colonists.] The card is not location specific and it's just your luck that determines how long it takes you to find it.
Once your Spending Secrets is raised to a 4 use the cards below to raise your "Counting the Days" and "Loose Change" quality to a 14. This will unlock the Card "Secrets and Spending" which you can use to cash in your loose change. Then you need to get "Secrets and Spending" a second time to reset your CtD and start the process over.
NOTE: unless otherwise indicated all of the following cards also require "Spending Secrets 4" A "*" next to an "Aligned: Faction" means that this may be a typo. Flavor Text seems to disagree with the requirement.

- Visit your acquaintance, the Repentant Forger (Veilgarden) - CtD 6
- Hunting for Curios (The Forgotten Quarter) - CtD 6
- Visit your acquaintance, the Sardonic Music-Hall Singer (Spite) - CtD 10
- An unusual competition (Shuttered Palace) - CtD 10
- Visit your acquaintance, the Wry Functionary (Shuttered Palace) - CtD 12
- Shadowy dealings at the University (The University) - CtD 12, Master Thief Light-fingered

This all seems to lead you to the card "Secrets and Spending" which unlocks with CtD 14 It allows you to (spoilers) [ Trade in at least 4 ranks in the "A Pocketful of Loose Change" quality (which is then reset) for a Mark of Credit. The card also gives you three different options to trade in your mark of credit once you have one (one that requires Aligned: Criminals, One for Aligned: Bohemians, and one that doesn't require an Alignment): It also allows you to trade in 5 marks of credit for a Consonant Violin. There are also some other options that don't entail having any "A Pocket Ful of Loose Change" One of these options rewards you with 333 Surface Currency (worth 9.99 echoes) and then resets your CtD quality so that you can pursue more "Loose Change". The other resets your CtD quality rewards you with 20 First City Coins (worth 5 echoes) and requires Connected: Criminals 10. ]

It sounds like some of the "Bohemians" requirements are actually for a range of values, perhaps the less savory factions. Aligned: Great Game lets you take the one at the Docks, for instance.
So if it's not a bug, it's more of a UI issue, since they don't have a good way of communicating the maximum value of a ranged requirement. (Random idea off the top of my head: if Bohemians is 110, maybe make the ranged requirements 105, and give that level a new name like "Someone off the beaten path"? Or would that just be more confusing?)

Perhaps the Failbetter staff just really like Bohemians.
Though your theory is more likely. But the idea of a bunch of poets and artists scaring dockers and criminals into obedience is great.

If this is the case, I expect that we should be allowed to use Persuasive instead of Dangerous in the next Knife and Candle.

My favorite part of this storylet is that after days upon days of card flipping and about three and a half hours of waiting for actions to refresh, trading in your Loose Change for a Mark of Credit is a luck challenge which resets your CtD for no discernible reason. So it's possible to never, ever get this item no matter how much time and effort you put into it. It combines everyone's least favorite parts of the Fidgeting Writer storylet with the never ending grind of the pre-Wilmot's End PoSI content.
Why? To what end? To pad an already over padded game? Just to say to the most dedicated of players "Ha ha, fooled you. You're ugly and you smell funny. Start over you worthless bastard!" If the luck challenge is 50/50, and that's a big IF, that's 1050 actions to get this thing done. That's 3150cp or 63 levels of Quality advancement(past 50.) Think how long it took for you to go from level 50 to level 103. That is what this storylet is asking of you. And that's just the action cost. It doesn't even begin to account for the card flipping. Yes, I understand the need to pad a story to write more content, but why do we need to pad an already action heavy story with a card flipping grind with a luck challenge? Just to make the game longer? Why not make every action a luck challenge? Why not make every action an impossible challenge which grants half a cp, that way the game will take forever to complete?
Because that's asinine and it makes the game worse.

well i just received an e-mail from the FBG Help desk. They've fixed a bunch of code and updated the way the requirements for Numismatrix content appears. . . looking around at some previous storylets i now realize that my original post is WAY outdated. I'll update it when I can but I'm in the middle of Finals right now...I will as sooon as i get a chance.
