Falling Cities

Has anyone found a way to spend Falling Cities? I've seen the Cities that Fell card, which says Falling Cities will gradually open options on it, but the only action is one that increases it. I came back from Polythreme with ~20 Falling Cities, so I hope I haven't raised it too high.

A lot of these options have other pre-requisites as well. I know the Gates of the Garden needs Associating with Radical Academics and knowing his Amused Lordship, and Fingerwork requires finding the comtessa.
