Need a hand adding a new friend...

Hi everyone. I'm trying to add a new friend on Echo Bazaar but I'm having some trouble. I'm connected through Twitter and Facebook - when I joined, you had to use a social network to connect. Now that appears to have changed. My new friend says she signed up just using her email address, and she gave me her username. I tried to add her username as a contact, and she appears in my contacts list - except when I want to do social actions. Her name is not there. She says she hasn't received any kind of notification that someone wants to add her as a friend.
What are we missing here? It can't be complicated to add friends, as it's a critical part of the game... Yet we can't seem to figure it out.
