As yet, we don't know. Certainly, unlocking the quality does have some use - I believe it's a prerequisite for becoming a Campaigner for the Church. Perhaps some future content will let us seriously improve life for the poor of London - I hope so. But as it stands, it's little more than one of a number of tantalising hints.
