What locks when I form my department?

As the title says, I'd like to know what locks when I decide to form my own department at the university. I'm worried that I may screw myself out of being able to raise Benthic and Summerset connections, which I very much like to have for converting items.

I believe that the Committee on Semiotic Safety and Colleague with a Problem options are still open, the latter of which raises both Connections, but all the old Term Passing material is locked off. Personally, I'm holding off the Department storyline for my non-scholarly character, because the old material is fun and has nice rewards.
