Yep, at some point you need to wait for moods to raise renown further. You can check https://fallenlondon.fandom.com/wiki/Shadowy_Items and https://fallenlondon.fandom.com/wiki/Dangerous_Items to see if there's items that you've missed that you could get, but the stat requirements are the biggest hurdle to raising renown. (Note - Constables uses Dangerous and not Shadowy.)
I'd say don't pay Fate to change your destiny or ambition - just take your time, collect items for wealth or draw cards for moods. Once you have a mood in hand, wait to get up to 7 favors, then use the mood, do a renown bump, and then move on. You'll eventually get there.
