You actually only need level 3 to get the opportunity card to go see it, however, you can keep using the other cards past that. Whether you'll be able to find the final card after passing 5 I can't say though...

I find it rather tragic that I cannot send tokens of my esteem to the Masters, although something tells me that it's probably for the best.

Obviously not, I'm afraid, as I flipped something like 100-200 cards since (I confess losing my temper and using fate for this matter).
It is what they call "a bug".
I saw the result on the wiki, so I guess I have to imagine drawing that card and reading that text ingame, and saying farewell to the Romantic Notions, the Mysteries of the Elder Continent, and of course to the Memory of Light. It was a fair reward, but not an extraordinary one, and as I managed to read the text, that's not a big deal.


One question remains:
Do I report that? It's not that important as the Feast may be different next year...

I suggest you report it as a bug. The card to see it is available at Looking 3, but seems uncommon. I didn't encounter it until I'd reached 4. Perhaps the other cards should turn off past 3? It isn't a certain thing either but I got lucky first time, so I don't know what happens if you fail. I haven't encountered the urchin since seeing the rose.

UPDATE: I've filed a bug report myself and had a reply saying they will fix it.

I didn't get to see it either; hit five points while trying to get there. The game is lying to me. It might have worked better if the final part wasn't an opportunity card.
What we have here is a failure to properly cap the progress on the cards.

I also suggest reporting: There is always a chance they could fix it before the end of the feast, or at least fix it for next year if they decide to re-use it.

Which is odd, as I'd played them earlier today. I imagine a hunting pack of devils "accidentally" set upon a privy counsellor trysting near the silver fountain, and the Constables need to sort the whole mess out before they let anyone else in.

You can still romance people at the forgotten quarter, but instead of doing so at that location you do so in an opportunity card which can appear anywhere. Not sure if that's the same as last year or not.

Hmmm... I got a slightly different reward once for succeeding in eating Mr Hearts' Devilled Hearts. Can't find it in the wiki, so posting it here.

Guys please do send us an email if you've had problems. Things can definitely be fixed before the end of the Feast - it will continue for a few days yet.

I would also say that the rose is stunning, and the story heartwarming. Wish I could give the urchin a little more gifts.

The "An assignation in the garden with a friend" option is... disappointing, to say the least. Avoid it at all cost.... or at least avoid it because of the cost.

I've seen the Rose twice now, and it's raised my level to 11. It's also given me a twist in my tale, so I'm guessing there's more to come in sticking with the urchin.

The same happened to me, I got the same text as the first time and the same reward, except that I lost my gift of adoration and my Gates of the Garden quality jumped from 1 to 6 (I wonder how this rose is connected to death in the Neath).

Ah, so the Feast has begun? I've been out to Zee, I hope I don't miss out on anything too extraordinary. The sisters of Hunter's Keep and I have been having our own celebration, and it would be quite rude to leave, don't you think?

I was quite excited to see that particular twist, as it indicates we might be able to investigate more than one of four previously mutually exclusive options at a time. I do wonder why I received the quality at a value of 5 though... I guess time will tell. Time, and the relentless pursuit of secrets, that is...
