Well, the Echo Bazaar account posted on the 10th of february and referred to "next week", and st Valentine is on february the 14th, so I'd say from now on any moment is good.

I thought the main Feast actions happened in Veilgarden and the Carnival. Are there some in the Court too?

The wiki records some actions involving the Duchess's party in the Shuttered Palace and the Court. Same actions in both areas as far as I can tell, so even those of us who offended the Empress should be able to attend.

Well, it's "begun", for a certain value of begun. On the upside, actions accesible anywhere.
These actions provide the following:
Making Waves hasn't changed, because it's higher than 19
Making Waves hasn't changed, because it's higher than 19
Making Waves hasn't changed, because it's higher than 19
Making Waves hasn't changed, because it's higher than 19
Making Waves hasn't changed, because it's higher than 19
Making Waves hasn't changed, because it's higher than 19
Making Waves hasn't changed, because it's higher than 19
etc.
"Making Waves" is the current name of Admired; normal storylets that normally increase Admired currently increase Making Waves (unlike the Feast storylets).
The Forgotten Quarter actions don't appear to exist this year either.

Well then, I'm pleased that I haven't missed the Feast this year - Last year would have been my first Feast, but quite frankly I forgot all about it... (My IRL lack of Persuasive is showing, isn't it?)

Goodness - having tried a selection of the storylets, I am now considerably more scandalous than when I began! *grin*
At least I have now seen the Exceptional Rose! A cute little storyline - for a given value of 'cute', I guess!

I have just managed to see the Rose as well! My, how absolutely entrancing.
I do wish I could have obtained a clipping... my St. John's Lily might have appreciated the company.

Is there a trick in this? I raised my Looking for the Exceptional Rose quality through opportunity cards, and eventually reached 5 - "You have seen it. If it wasn't a real miracle, it was a miracle of art." But the card I used for that was a common one and the final text was the usual one. So, I saw it, but I really don't know what I saw. Argl.
