We're making some adjustments to the way Paramount Presence works in order to make way for some new content that's coming in May.
What will change, and how?
Specifically, the use of Notability to reach overcapped status. We are removing the current overcapping system because we are introducing new ways to raise the caps on the main stats.
It will no longer be necessary to grind Notability to 15. You will still have to reach 12 Notability to change your POSI specialisation. Bizarre, Dreaded, and Respectable items will still assist in gaining Notability, but we are also introducing new uses for those qualities that will give them more varied applications in the game.
What will stay the same?
All of the benefits for Paramount Presences will be retained. Much of the content will be the same, but the grind will be more varied in future.
How will people know I achieved Paramount Presence in its current form, when all is changed?
You'll find an option on Unfinished Business in Veilgarden which will grant you a quality to commemorate your achievement. Once it's no longer possible to achieve Paramount Presence in its current state, you will no longer be able to achieve this quality.
What if I am working on becoming a Paramount Presence right now?
You will keep all progress toward becoming London's Nerves etc. Notability can still be spent on the incoming changes to the content. There will be new, different, and hopefully less repetitive grinds to reach Paramount Presence. Also, if you have over-capped but not converted your over-cap as yet, you will not lose your 215 stat.
The changes to Paramount Presence will arrive at the end of May.

Ops, this means I need to rush to PP in 5-6 weeks!  Shouldn't be that hard!
EDIT: Reaching PP after the update will grant anything new?

an old irish spy from the colonies, somewhat irrigo impaired but still sharp as a tack. friendly enough just don't mention parabola he gets awfully melancholic. (an honorary cat my life is complete)

That just indicates you have the quality at level 1. (I'm surprised it's not an Accomplishment quality though, which tend to have custom messages.)

While I will miss Caroline being one of the few Paramount Presences, I am glad more people will be able to enjoy the benefits. I am curious I confess about how overcapping will work.

I am confused. I don't understand what is being changed. My situation is thus: I am An Invisible Influence. I have reached Shadowy 215 by grinding my Nobility (it was not pleasant). Now I am waiting to reach the conditions necessary to fulfill my objective with the Ambitious Barrister and, by doing so, obtaining London's Marrow. This would eventually make me a Paramount Presence. What will change from that chain of event in the future? Also, since I'm here, a more general question: Do I need all four of London's body part (Sinew, Blood, Marrow and Bones) to become a Paramount Presence right now, that is to say before the end of May?

Until the end of May, the current way to get Paramount Presence hasn’t changed. You still need to get all 4 qualities to become one.

Oh.
Halfway through, but there is no way I getting my Treasures until end of the May. 90 Influence - maybe, but not Treasures for certain.
Well, we will see, what new way have to offer. After all, I here only about year, so not really an oldtimer so to speak.

So, just to clarify.
Main idea should stay the same - get all 4 London's bodyparts (Nerves, Marrow, other), then you are Paramount?
Getting bodyparts will still require same stuff (SotC21, Treasures, Influence 90, and so on...), only changing Not15 grind with something new?
I'm on pause in my PP anyways, grinding for Lab/Parabola and waiting for my Ambition to conclude (which probably put me through even more grind). But knowing in advance is always nice
