This is me thanking the questions people for helping me to stop beating the Implausible Penance Minister, and letting me know how to beat the Smuggler instead.

Looks like those are your only options, unfortunately. Don't worry too much, though—you'll need higher Dangerous eventually anyway to become a Person of Some Importance, and can simply put this story on hold until then.
