Now, I have finally become a PoSI (on at least two accounts), I was curious how to avoid losing Notability while Overzee, especially while acting as governor. Do I need to make weekly trips to London?

Yes, you do. Unless you push MW high enough to survive a couple of weeks or more...

I always try and make sure I have enough Making Waves to last me a couple of weeks, just in case I forget to play. Also means I don't have to worry about it so much when sailing to exotic places.
Edit: I have so much junk in my inventory I can easily replenish MW just by moving stuff around the carousel (or whatever you call it - those little stories where you lose 50 of one thing but gain 51 of something else, and periodically gain MW). edited by Plynkes on 8/31/2019

There is no point in maintaining Notability except roleplay reasons. Also it is wise to return to London at least once in two weeks for Nadir trips and professional reward

There are a few things that Notability is good for. You need to meet certain thresholds for a few uses, notably rising up through professions. You can also spend Notability in a few ways, although that's going to be unusual.
The biggest benefit to having and keeping Notability is being able to use the "An Unsigned Message" card to get reliable Surprise Packages.

Technically you only need return to London once every two weeks. Get back before TtH, get enough MW and claim your previous payment, next TtH arrives, get more MW and claim your payment, then you can stay at zee during your next TtH without consequence.

Unless maybe I was the only one who used to be under the impression that they're supposed to be profitable for the longest time, and everyone else already knows they barely are. If I'm not the exception, though: while they look profitable, IIRC they likely average at a bit over 6E per package; it takes two actions to get and then open one, giving slightly over 3EPA. Nowadays, Arbor has a >3EPA grind (non-card-based, except for the first draw necessary to actually get into Arbor). When it comes to card based profit, off the top of my head: Arbor trivially beats that (anywhere from 3.5 to >5 EPA over ~5 actions, per draw), Docks favours beat that by a mile (through expeditions), A Visit also handily beats that IIRC (with high Watchful, for example, the Wry Functionary gives 4E + 2 favours), the Bazaar lodgings beat that with high persuasive. Almost all of those are both more frequent than Unsigned Message, and have simpler prerequisites than maintaining N9.
Of course, the Secretary is only obtainable through the Packages, and through many many packages at that. But the profit, such as it is, is only a bonus side-effect. If one already has the Secretary, or doesn't care to try obtaining it (since it requires either amazing luck or years of dedicated play), I honestly wouldn't bother maintaining Notability purely for the purpose of getting Surprise Packages for profit.

You can maintain higher than 3 EPA if you decide to live in Arbor. If you're flipping cards in London, there are certainly actions more profitable than getting and opening a package, but there aren't any grindable options.
Packages are also handy for getting Scholar of the Correspondence up to 10 and recovering your soul.

I try to keep Caroline's Notability topped so if one of Caroline's stats drop she can immediatly repair it. Getting it back to 15 can be done while not staring down a 214.

True on the first count (though SotC is mostly challenging at the highest levels, and below 10 there are quite a few sources), but for the soul there are several opportunities which offer 5 times better odds than the Packages.
By no means am I saying that packages are bad to open. Only that unless you have any other reason to maintain N9, or want the Secretary (which is my personal reason right now), it may not be strictly worth the trouble.
