[Spoilers]Vagabond's Questline -- bug, or lost?

So I've just taken the Amiable Vagabond to Achlys and talked the drunk Skylark into shaping up. I have in my notes from my last playthrough that I progressed the quest from here by talking to him with a Savage Secret, but I don't have that option when I talk to him; in Achlys, I still have the Achlys Signs branch, but it has no options at all: I click on it, see the text at the top, and then have no option but Perhaps Not.
Is this a bug, or is there something I'm missing?
