A bug with the mayor content?

I almost never post here, so forgive me if this is not the right place for this topic. I looked but I didnt see a bug forum or anything, but maybe I missed it.
So today I was doing my opportunity cards, and one popped up called "The Mayor of London". It was about the Jovial Contrarian hosting a surgery as mayor. I've gotten it before. But this time Im thinking, shouldnt that be removed from the deck, as Virginia is now the mayor, and not the Jovial Contrarian?

It takes about two weeks for the new mayor's card to appear.
In-game, it's explained as the new mayor's adjustment period.
