This will be my first elections. Any guide/tips to opportunities (in terms of items, echoes, fate, notability, making waves or any unique goodies). Are you stocking up on some items already?

In the previous years, you election profession and Notability affected your vote's influence.
So you might pump Notability, but that's mostly all that I can remember.

Is there a way to raise Ruthless above 10 without Revolutionaries renown (which I've capped) or Fate? Or if there's no repeatable option outside of either, is there any method outside of the fabled quirk-swapping method in Flint? Flint is out of my price range, and I don't see myself purchasing it for my Ruthless alt character.

There is indeed a way, and it's hidden within the same red-feathered pin you used to gain that renown and ruthless before. 
(well, not hidden, it's right there, it's just the less commonly used function of the item by far)

Unfortunately using faction item as quirk polisher only works when we already have the targeted quirk at 12. I'm looking for a way to get from Ruthless 10 to 12.
