You're not missing anything. It shows up with the same frequency as mood cards. Actually, probably twice as often because of the card frequency bug, but that's still quite rare.

Damn. I must have some horrible luck then. I got a mood card, used it to do the expedition to Nadir, then drew another one already. Having that card in my hand isn't locking me out of it, is it?

Just RNG's way! Some players may get that card in 2-3 days while others in a months or two. It does depend on how many cards per day you're able to draw too!

I've never seen it and I was trying for it for a while, so I don't imagine your experience is all that different from the norm. I figured it would be very handy for raising SotC, but I got where I was going without it, so it didn't matter in the end.

I'm guessing you want it for the Passion Destiny. Hang in there, it's just a rare draw.
Mind you I did draw A Voice From A Well 3 times in one day a few weeks ago.
