Is there a way to grind Counting The Days? Or is it entirely at the mercy of the cards/RNG?

Can confirm, managed to grind the Violin special Credit Mark item in less than a week since I was closest to the Game. You basically cycle from Wolfstack -> Forgotten Quarter -> Palace -> University, most of the options that move the Counting the Days forward being found in a storylet menu near the bottom of the location's page. Once you find those spots and get into the routine it's easy as pie really, so long as you don't lose your soul and are a Master Thief of any degree. You will always have to wait for the Pennies From Heaven opportunity to happen and claim your reward though, that's the only unreliable part of this system, an inevitable one I suppose. edited by Calliope Rannis on 5/16/2019

It seems to be a fairly common card though, it tends to pop up rapidly when Caroline qualifies for it.

The simplest way is to upconvert Cryptic Clues. The Dropping the Eves storylet in The Flit is the best way I know of to get those.
