How to collect scraps?

So, how to collect many scraps? I have about 300, and I do not manage to go further.
Asking Relickers to recertify is luck-based at 50%. How is it even possible that there are options to turn in 600+ or 3000+ scraps? Has anyone ever done it?

To add to what's already been said: the Bazaar lodgings are the best option, if you can make the Persuasive check. It gives 4 scrap per time, which is nothing to sneeze at.
Also, the Sulky Bat is worth noting as a scrap source. It gives you 3 scraps on a 50% luck check (really a bit under 50%, since there's a rare success that gives a Bat with Attitude instead); with an average of 1.5 scraps it is better and much cheaper than many of the lodgings. Since bats have other uses (and the other option on the card gives a Game favour), it's an important part of this balanced scrap-hoarding.
I've gotten the 680 Scrap items, but not the 3200 Scrap items, because as I was starting to work my way up to those, I got caught up in grinding Making Waves to achieve Paramount Presence. I'm trying to build my stock of Scraps up again, but it's a slow process.
Kudos to Siankan for pointing out the Sulky Bat card; it is a good source for Scraps.

I actually just reached 3200 scraps a few days ago. (And of course none of the relicker cards have turned up since, but that's just the RNG being its lovely self.) It definitely took a long time, though that's with using some up every so often for one reason or another.

The cards in your hand are unique, so you can't draw another copy of a card that is already available to you. This can be very handy for when certain cards are showing up more often than you'd like.
