Obtain a wedding licence from the Bazaar?

I finally have a Bazaar permit, which allegedly opens up more options for planning a wedding, but it doesn't let me use it since I already have over 10 in Planning a Wedding. Is it possible to reset this value so I can use it? Is it worth it? Thank you.

Welcome to the forums, first of all!
That's the writing to fit the game on how a Bazaar permit can help you with a wedding. You can visit the Plan a Wedding wiki page and see all the possible options to increase the quality.
As how much it's worth, well, it's not. The best way to gain Organising a Wedding is to use rats. With a high Dangerous and the Rat-Catcher profession, you can gain a lot of... food for the wedding!

While the most mechanically efficient method for gaining Organising A Wedding may be rats, don't be afraid to mix it up and do things how you would like.
I think the "...opens up more options for planning a wedding" refers to how at 20+ Organizing A Wedding you can start using rats, and at 30+ you can start using wines, etc. More options become available as your OaW increases - and the Bazaar Permit is just the first instance of that.
So I wouldn't lose sleep over it - and don't worry about trying to reset that value, as you're not missing out. :-)
