So. Today was a good day; I bought the Cider, and I got rid of the devils. So I start unpacking some boxes, and out comes a Starveling cat!
Is it true that the creature will eat other pets? And how do I get rid of it without burdening another?

Anything that resets your deck should fix it, like flash lays or the Pickpocket's Promenade.

Is there any particular reason why Tomb Colonists favour options are at the bottom of their faction and pet cards, while the other factions are at the top?

The third option on the "Interpreter of Dreams" card, to let him publish, lets you select any of the dream qualities. You need at least 5 of the relevant quality, but you don't lose any.

Separately, the Cave of the Nadir has the cards "A Waking Dream of Reflections" for Is Someone There, "A Waking Dream of Motion" for A Game of Chess, and "A Waking Dream of Water" for Death by Water. All of those cost 10 of CP of the relevant dream for a reward.

Use the townhouse key from your inventory. You'll lose Notability for closing it though.

If you're patient enough, you'll be able to buy the mechanically equivalent Scuttering Scoundrels next Hallowmas for most likely slightly more Fate (25 Fate vs. 20 Fate) without having to invest in an Orphanage. Alternatively, the tiger Minister companions are each +10 in a stat and available without Fate.

Congrats on getting a Cider!
I've had a Starveling Cat in my inventory since forever. So far it hasn't harassed my other companions, nor done anything untoward to the rest of my inventory.

There is a choice in the "Troubled By Vermin" storyline that requires a Starveling Cat, and then removes it if you succeed. But that storyline is early-game and unrepeatable, so you've probably finished it already. Apart from that and Seeking, I don't know other options which remove Starveling Cats. Fob the critter off to a hapless Seeker -- they're asking for suffering, after all.
