0 for me. I have never had a Noman. But generally the highest needed is just 15, so perhaps it only goes that far?

Oh it goes further!
Why go further? Because you can and because this is Fallen London! Seems I forgot to mention, but let me shoot my recently acquired level 30; text has yet to changed.

What is the highest number of Pickpocket's Trophies that people generally get from a later game Crowds of Spite run? How difficult is it to get 40 or 50? The highest I've gotten in 27.

Oh, my, even forgot to answer this! Ir probably just depends on the best cards (Jack's one of them from what I remember) and multiply it by the maximum number of possible uses. It is indeed a nice area which I should visit in the near future!

Not yet or never. Not sure if there was any official statement if it's a definitely "no".

The closest you can get to Masters, is being Closest to: Constables, given that they are the ones who do the Masters' binding.

That's a matter of opinion. The Constables do the Master's bidding, but the Masters also appear to be impressed by Notability, which
is held by Hell
, and the Church, the Great Game, and Society all have specific links to the Masters. And of course there's Connected: Masters itself.

Does anyone know when the special item for the Fall season Exceptional Stories will get released? We're almost at the end of the Winter season and I haven't heard anything about it.

And of course there's Connected: Masters itself.
The Constabulary is a repressive state apparatus wielded by the arbiter of law in London: the Masters of the Bazaar. The Last Constable is called such simply because she refuses to entangle herself in the Bazaar's machinations. The Special Constables serve the Bazaar. The Ministry of Public Decency is directly under the jurisdiction of Pages. Individuals within the lower tiers of the constabulary may not directly serve the Masters, but they are cogs in a machine directly beneath the Masters. Equating this with other factions, in my opinion, is a false equivalency.

While Mr Slowcake and the Amanuensis (and thus the Notability scheme) are not direct agents of the Bazaar, swearing allegiance to their masters is very different than swearing allegiance to the Masters. They are allies to create mutual benefits, but they nevertheless manipulate events to take advantage of the other and are often at times have agents openly antagonistic towards each other. [The Affair of the Box, A Trade in Souls, Five Minutes to Midday, among others]

The links between the Great Game and the Masters are not of servitude or alliance, but rather of advantage and inconvenience. The ultimate prize of the surface-level Great Game, after all, lies within the vaults of the Bazaar, and the Masters are its protectors. The Church and Society are also only connected to the Masters to the extent that they exist within their new society. Both, in the end, are (mostly) loyal to the Traitor Empress, who is an ally of the Masters but nevertheless plotting to escape: that's the entire premise of Sunless Skies.

And the statement was a response to a question about whether Closed to: The Masters of the Bazaar would be implemented, making Connected: Masters irrelevant in the discussion. There can be a difference of opinion, but some, I would argue, are better supported than others.

Most likely, Failbetter has been busy with Sunless Skies and it will be out soon. It's currently breaking the record for the longest delay between the end of a Season and its conclusion (we're currently at 66 days, compared to the 56 days for Adorations and 54 days for Revolutions).

Has anyone drawn An Unsigned Message in the last 7 days? I must have flipped close to 800 cards this week and not seen it once. Definitely meeting all known requirements for it.

Sometimes RNG is like that. I've drawn An Unsigned Message in the past week, at least.
