Here's a few options: You can convert Inklings of Identity to Scraps Incendiary Gossip. You can grind Inklings at An Evening at the Duchess' Salon. You can also get Incendiary Gossip from the Implacable Detective's Calling Card -> Dangerous Pastimes.
