I'm afraid these are entirely random (as random as RNG is, anyway).
I presume that overall there's not fewer Violence confessions than the other types. It's just that it's used for upgrading the most enticing companions, i.e. ones that most people are likely to want to upgrade - both Scuttering Squads and both Mogs, among others.
So the disbalance is caused by skewed demand more than by uneven number of confessions obtained.
That, and the RNG's propensity for providing noticeably fewer of the most coveted resources than other kinds :P
