So, I've been playing for just over a year now, and I've been an exceptional friend most of that time (in addition to having unlocked all the other fatelocked storylets that caught my eye) and I'm now approaching the end game content.
And having discovered to my annoyance that most of the endgame content requires notability grind, I'm determined to hit max BDR. At present all I'm missing is 2 points each of dreaded and bizarre. I plan to get one point of bizarre from a second tattoo come the next Feast of the Exceptional Rose (specifically Parabola to go with my Backstage destiny), but those last three points seem to require fatelocked items that I hunted down on the wikis.
So my question is this: are the Mouthless Amber Mask & "Probably a Coincidence" items always available come their respective holidays? Or have they been retired?

You can get both every year.
However, if you really want BDR, might you consider pursuing the +4 Dreaded weapon? I'm pretty sure it's just a stick or something you can get easily.

Yes, but to obtain the Knock you have to go through EVERYTHING the Seekers do, except the very last step. All the losses, pain, scars, etc. You need to decide if that's something you want to do to your character.

If you're going for *max* BDR, then you'll need the Knock.

No. All known challenges are 100% success at 10 (afaik), but the values can raise above that.

While it may be tempting to go for The Seven-Fold Knock from SMEN, that does require you to do SMEN - which has its own set of drawbacks. Instead I'd recommend a (Fate-locked) Golden Spiked Rosary, from the Feast of the Exceptional Rose. +3 instead of +4, but no need for SMEN.
As for BDR in general, https://fallenlondon.fandom.com/wiki/Bizarre,_Dreaded,_Respectable_(Guide) is pretty useful, though I'm not sure how up-to-date it is. (I took a break for a couple years.)

As it stands my plan is to get myself a Parabola tattoo, the Spiked Rosary, the Mouthless Amber Mask & Probably a Coincidence (unless another item comes out this Christmas that tickles my fancy) which should bring my BDR to 1 shy of the theoretical maximum now that I've gotten myself a Majestic Pleasure Yacht.
