The best way to raise Fearsome Duelist?

So, I've been wondering about the best way to raise the Fearsome Duelist in order to advance the story. Raising Running Battle gives you options to challenge a more difficult opponent, which gives you better rewards and gives you more cp of Fearsome Duelist. If we were to assume that you were at 0 and could duel everyone, what would be the quickest way to raise it in terms of actions.

Dueling to death always cost more actions and give less progress, so stick to non-lethal duels.
Friendly duels with Captain Vendrick is probably the fastest and simplest, awarding 4 CP per duel with guaranteed success at Running Battle 14, and caps at Fearsome Duelist 5 - just enough for you to progress. (A lethal duel with Father Norton would cost the same actions and give half the progress.)
