The actual Face-Tailor story is a Fate-locked adventure.
The Liber Visionis page is a one-time item that every character can get to change their face. It is related, but once you've gotten it you've reached the end of that small story. If you want a different avatar for your character, use it. If not, save it until you do. Using it now will not continue the Face-Tailor story.
