You can get some from cards, such as this one and this one. Would take some time though I suppose, but that's how you get things done: Grab opportunities as they pop up, and stockpile resources so you already have them when the game requires them. But I guess when I suggest things like that, people prefer a grind that gives when what they want, because Actions are reliable and come 20 at a time, while and cards are unreliable and come 6 at a time, if you only check in every few hours or less.
