I seem to recall the idea that there would be options for trading with or otherwise interacting with homesteads and even other locomotives. Is this still going to be in the game?

Homestead spawns were not working correctly in the Reach. This was fixed in today's update, though just for 2 out of 3 of the segments they appear in (Magdelene's and Polmear and Plenty's). The issue with the 3rd segment they spawn in is different and will be fixed in the next release.
Homesteads are exclusive to the Reach, so anything seen in Albion is a different discovery. The issue with the assaying device is sadly a regression on a previous bug fix. We are looking to do a hotfix tomorrow to resolve this and one or two other issues.
