My question is a simple one: what is the most action-efficient way for one to grind a large amount of tribute using the storylet in the Labyrinth of Tigers?

The most efficient way is to do the best echo grind available to you (Affair of the Box, Soul Trade, Tanah-Chook, etc.), liquidate your assets, purchase orphans from the Bazaar, and then hand the orphans over to the tigers at 25 tribute per orphan.
