Silver Horse Talisman, and which well?

I was charged by a stolen soul in a dream to drop said talisman down a certain well. I tried the one in the Forgotten Quarter, and the only option led me to start Seeking, which I stopped ASAP.
I know there is a similar well in the Tomb Colonies, but I do not want to go back there yet. Can anyone confirm if I am barking up the wrong tree? For all I know, the well I want might be in the Khaganate.

From the wiki:
This item is obtained from an opportunity card that is generated as part of the Regretful Soldier's storyline, which begins at the House of Chimes. The encounter which grants the item implies that the player needs to take the talisman to the Forgotten Quarter and drop it into a certain well, but it doesn't seem that this was ever implemented as a quest.
So it seems like unfinished content.
