Can someone theoretically send a starveling cat back and forth with someone to raise UP? And if so, are there any Seekers who would be interesting? I have one already myself, shoot me a message or reply to this thread if you're interested!

Dunno if you've found a partner already, but:
Technically yes, you can. It's much easier to just go to the Flit and see what your Starveling Cat knows though (from Bats and Cats storylet). But I suppose with the two methods combined you can raise UP together with your partner (when you've found one). The road to damnation doesn't always have to be a lonely one.

yes but the first method works also in case when the use of cats is not unlocked
