Not sure about the grindable items, but the best option on the Feast card is A lovers' tryst (Airs 0-25) -> Arrange to meet by the silver fountain. If you have enough Persuasive for the check, it's 2 Masquing and 5 echoes of items.

Yep. London forgets you easily. If you want a reputation, you have to make an impression while you still have their attention, and then keep making enough noise that you aren't going to lose it. Otherwise, everyone just starts following the honey-poet with the weasel.

It's on the Secrets and Spending card, which you only get when your Counting the Days is high enough. You need 10 Renown Hell, 3 Mark of Credit Pages, a Brass Ring, and you also have to be a POSI.

Being married to some NPCs can help you grind notability, but getting married to a player can get you notability.

There are unfortunate implications to grinding weddings and divorces...

I'm assuming you already have at least one point of it.
To get past levels 1-2 to get SoTC 3, apparently there's an easy option in Mrs. Plenty's Carnival - Beneath the Neath.
To get up to level 7, the easiest option is probably to seek curious and secrets in the forgotten quarter - there's one option there that increases SoTC, and overall it's profitable (though you do have to take time to decrease nightmares).
To get up to level 10, there's a correspondence opera you can write in the Empress' court, 1 CP at a time. It's pretty slow but at least you're still gaining money while you do it instead of spending it, and you make progress toward poet laureate while you do it.
Also, if you have a Corresponding Ocelot or Bifurcated Owl, their cards have SoTC-increasing options.
To get from levels 11 to 21, the only option is to spend lots of correspondence plaques, aeolian screams, and extraordinary implications to play the "perhaps you can remember something useful" storylet at the university. This will require progressively higher levels of watchful and more and more correspondence plaques; you need 300 watchful to get to the full SoTC 21.

I have a question. What are the most reliable and repeatable methods of 'grinding' Masquing Gifts? Or at least ways of grinding materials needed for giving said gifts? I am asking from both a POSI's perspective and a non-POSI's perspective.

PS: For those wondering about my situation regarding my active, but non-responding friends, I have yet to receive a answer from them.

You could probably do it as is, but I would suggest improving your stats first. I don't actually know how much content is in Old Downy, but it's probably not worth a Mood, since increasing stats is easily doable. Simply obtain better Shadowy equipment, spend time on other Shadowy stories, cash in Favours with factions that give Shadowy boosts...

Thank you! What about divorce though? I admit I was planning on using an NPC spouse purely to help with the notability grind (hey, marriages of convenience are a very Victorian thing!)and then ultimately divorcing them. Is that possible?

That's a good question. The existing divorce option (which isn't a new thing) seems to be for player marriages. I have no idea how one gets rid of an NPC spouse.

For all the previously available NPC spouses, there's a storylet in ones lodgings to allow a divorce, e.g. Separate from the Celebrated Artist's Model (and similarly for other NPC spouses, include Fate-locked ones).

No idea if this exists (and if so, how it looks) for the new Missionary/Firebrand spouses.

NPC marriages can boost your BDR, which is useful for grinding notability, but do not give any notability points. High level player marriages do not give BDR but do give out points of notability

It may be worth noting that it's perfectly fine to write the futuristic book *after* joining the editors, so you can have it on your shelves and still buy the zub.

If you are Committed to a spouse, it's worth noting that dancing with them at the Masked Revel provides a potent Scandal and Nightmares cure. If you've a significant quantity of both menaces, it might outweigh the value of the lover's tryst.

1) Is it useful to grind for more than one copy of each poem and novel in the Shuttered Palace (Gothic Romance, Patriotic Adventure etc.)?

2) Is there any good approach for getting a "Bejewelled Lens" before POSI status? I am stuck at getting glass instruments for "Heart's Desire".

Although now that you can get yourself un-kicked from Court, you can re-grind lost books as needed. And there's actually no in-game reason to have all of them in the first place. You just need one non-Futuristic book for God's Editors, and the Futuristic book if you intend to zail in a Zub.

It's often said that the only way to increase SotC past 10 is at the University, but that's not 100% true. You can actually get up to Scholar 15 by examining Pails of Snow. But, y'know... not for another ten months. So it's like 98% true.

Time, the Healer visits weekly at almost exactly the same day and time (per account). It will halve your Making Waves. You can't opt out, and it's the major limit on just slowly picking up MW as you do other things. You're always on a timer.

You'll also lose Notability instead if TtH arrives and your Notability is higher than your MW, but that's usually a problem when you've got pretty high Notability.

The issue is that the faction items only allow quirk polishing when already at 12+. Getting from 10 to 12 is therefore the hard part. (Also, each option lowers another quirk by the same amount. That's why high-cap options like the Austere option in the Iron Republic which don't lower another quirk are so important.)

However, if you meet all the requirements, you can go Chat with the Local Gossip at your Lodgings. There, you will find the option to obtain a Iron Republic Safe-Conduct without having to go through the entirety of the Counting The Days carousel, saving you some time and effort.

Oh, this would be awesome. I mailed support asking for clarification, but this is probably against the rules, so I am not sure if they would be willing to help me.
