To Noman or not?

I have 23 tears, if I make my Noman now will he likely last until the Feast? Should I wait until after Time comes again or does the Wicket close with the melting of the pails?

Probably, but you might end up using all the Tears. Since you don't mention Pails I'm assuming you'd only be feeding the Tears directly to the Noman rather than the more efficient Warming method. You'd be able to get ~299 Noman's Friend Feeding all the Tears to it, so that gives you ~399 total (with the 100 starting NF).
You've got a max of three Time the Healer / Meltings to go through, which would take up to ~120 each week. So you'd lose ~360 max, I'd say, enough for Lilac, assuming she shows up sometime around the 13th or so. You could Feed Tears to the Noman a bit at a time, going week by week, and probably end up with some left over.
But this is all dependent on some random variables: when your TtH is, how lucky you are Feeding the Tears, and if the Melt rate is increased more than expected.
The Wicket will probably close very shortly, in the next two or three days. So, if you're going to get a Noman, do it before it closes.
