How rare are rare successes? POSI item grind

So, I'm on my way to doing a storylet that requires me to have 5 comprehensive bribes. I recently started grinding the honey for it, and I just did the math to realize the truly insane amount of honey I would require. I did, however, also notice that a rare success for the non-bulk upconversion of romantic notions has a rare success that grants comprehensive bribes.
I did read that each action with rare successes has its own percentage, but as far as this particular one goes, do you think it is worth it to spend the extra actions for the chance of a comprehensive bribe? Or should I grind for this enormous amount of honey, and pay for them in the usual method?

It's about 5% iirc.
My suggested route for Comprehensive Bribes is the Fidgeting Writer, actually. Smash Lenses of Black Glass (second to last tier) to get them and some other nice items.

The chance-per-attempt is actually better than the upconversions, and pays better to boot ;P
A slightly-higher-than-5% chance still has high variance so can be frustrating, though I'd argue the 137.5 extra echoes on success are worth it.
