Seeking and a Starveling Cat

I heard on the grapevine that a mangy cat was very useful for those who may be involved in seeking something or other. The gossip goes asking your cat in the Flit helps with the search however there doesn't appear to be any option to involve a mangy cat in anything in the flit.
Would one need to be a person of some importance perhaps or done something else in order to start asking a horrible cat about things?
