It's indeed an access code message. And more specifically - it's from using an access code which was recently linked in this forum. (I won't link to that thread since the mods might delete it at any minute, as it relates to a certain Enigmatic quest which we do not discuss).

Perhaps you've clicked the linked access code in the forum post?

If you're at Winking Isle you're fairly unlikely to need much money in the future unless for some reason you intend to turn back.

But if you do want money, yes, tribute is a way to not just hide it for minimal loss but enable a grind that turns a profit on all that wealth you're hiding.

My browser gives "connection not secure" warnings; maybe yours is more strict about that. See if you can whitelist it in your settings.
