Sadly, no. Which doesn't really make all that much sense, considering that you can bring a dead rat back to life, reanimate a psychopathic murderer, and make two Masters forget your previous intrigues for a small price of fate. Reopening a branch of the constabulary seems like it should be almost easy when compared to all that.

First, go to the Nadir and get yourself a Tears for 7 ToL. Do this before your next Time the Healer.
Once your next TtH hits, use your Snowbound bucket with a Monocle for +3 ToL, and get another Tears from the Nadir.
The rest is potentially variable future stuff. We *should* get a few things from the advent calendar, including 1 free ToL, 1 free bucket, and 1 free Irrigo loss. Depending when they pop up, try to maximize getting Tears from the Nadir, especially if you have had trouble getting the correct card in the Nadir.
When Mr Sacks comes around, he'll give free ToL with certain options, so keep the Wiki open in hopes of getting 4+ ToL so you can boost it to 7+ with a bucket and visit the Nadir again.
After Mr Sacks we can get a Noman for 3 ToL and pop it for an Elemental Secret, which is more efficient than the tears, but you're unlikely to get more than 1 per season profitably.
The only instance you might want to buy a pail from the urchins is if you're short on ToL for your first noman. It cuts the profitability nearly in half but is still worthwhile. edited by Kaijyuu on 12/11/2017

There are a few opportunity cards that also give surface currency. If you haven't participated in the Battle of Wolfstack Docks, you can visit the Clay Coalman in your lodgings for 15 fistfuls. And if you have a few points of Someone is Coming, you can Rob a Drunk in Spite to rob "A furious and incoherent drunken rat" for half your Shadowy in currency or, rarely, a very nice watch.

Adress the University is drawn often and would give 20 coins per action (appears after some making a name in Persuasive and Shadowy ways). But trading Favours: Constables in Shuttered Palace is quite better.
