Going from Visions -> Strangling Willow will net you 2.444... MW per action on average. Still pretty respectable.
Someone came up with a new strategy recently that's apparently better: Farm honey with unfinished business, upconvert to Visions, side convert to Tales of Terror, upconvert to Uncanny Incunabula. Less opportunity cost and more MW.

I was told that there would be an extra option on "One's Public" after Hallowmas. No such option has appeared. What's the deal?

Give it time - FBG just hasn't implemented it quite yet.

Is there any reliable way to raise the dream quality "Death by Water"? I accidentally selected an option that lowered that dream quality below the required level I need, and I am hoping to find a way to raise it back up.

As far as I know, all dream qualities are raised almost exclusively through opportunity cards. There's also the Nadir, or things like the Nephrite Lens, but the Nadir is also card-based and the Lens is K&C exclusive (and for Is Someone There, anyways). Ultimately, I think the only way would be to just wait on the cards.

Not at all! You're in luck - that's the one dream that can be increased quite quickly without the dream opp cards. If you get your little plant friend big and strong, it starts producing counterfeit heads of John the Baptist, and each has an option to raise your Death By Water by quite an amount - I know of a certain player with DBW somewhere over 50 through this method.
..Of course, this still requires raising the plant to, I think level 16? So it might not be handy for you right now if yours is still young.

If your plant is 16-18, you'll be drawing plant-related cards, one of which gives counterfeit heads. If your plant is 19, then you no longer draw cards and might need to lower your plant's level by losing a round in the Tournament of Lilies.
The option to raise Death by Water is the option that also requires Death by Water 5+.

The option to raise Death by Water is the option that also requires Death by Water 5+. That should not be too hard then; the RNG has decreed I must lose all matches in the Tournament of Lillie's.

As someone very frusterated with how hard it is to raise Hedonist past 10, I'd like to ask if sex on the throne wooing the Barbed Wit or anything similar with those seductions in shuttered palace will raise it.

If you have Renown: Hell 15 or higher, you can use a Bright Brass Skull to "try to secure an invitation to a private soirée", which if successful will decrease Austere and increase Hedonist up to level 15. This is, to my knowledge, the only repeatable way to increase Hedonist between 10 and 12. It also has a persuasive requirement which scales with your Hell renown, so it's only repeatable up to a certain point.
Getting freaky with the Wit and the Beauty may work as well, but it takes quite a pile of actions.

My plant appears to have taken a hike I guess, as I keep getting the cards you obtain the plant from even though i've been caring for this thing for quite some time (almost to lv 11 in fact). I guess it's possible I might have accidentally gotten rid of it but I feel I would've noticed right away. Is this a common issue?
