Smoky Flophouse and Revolutionary Favours

Recently, I have noticed the "next victim" option on the Smoky Flophouse card no longer mentions Revolutionary Favours.
Previously if you did not get one it would say that the quality is unchanged. It still says this for Criminal Favours.
Anyone get a Revolutionary Favour from this card in the late few days?

If you don't currently have any favours it won't mention that the quality is unchanged. Could that be it?

Yes, it does grant revolutionary favours, but very seldom for me.
